Are you licensed as a Life including A&S insurance agent or an A&S only insurance agent in another province or territory?

Effective July 1, 2011, changes to the Agreement on Internal Trade [New Window] (AIT) and the Ontario Labour Mobility Act, 2009 [New Window] make it easier for individuals already licensed in a Canadian province or territory outside Ontario to apply for and receive a licence for the same occupation in Ontario. Under the new streamlined rules, an individual holding a licence in good standing equivalent to Ontario’s Life and A&S insurance agent licence, or A&S only insurance agent licence, is exempted from Ontario’s education requirements. However, he or she will still have to meet all the other eligibility requirements for an Ontario licence.
 
When applying for a licence, the individual will need to attest that he/she understands and will comply with Ontario’s laws governing Life and A&S insurance agents. To ensure applicants holding a licence from another province are familiar with Ontario’s laws, FSCO recommends applicants applying under the new process read the following material:
 
Life Insurance Replacement Declaration: used by life insurance agents when replacing a life insurance policy.
 
Ontario Regulation 347/04, Agents [New Window]: sets out the provisions governing the licensing standards applicable to insurance agents.
 
Ontario Regulation 7/00, Unfair or Deceptive Acts or Practices [New Window]: defines unfair and deceptive acts or practices under the Insurance Act.

Individuals who are not eligible for exemption from Ontario’s education requirements may still apply to FSCO to be licensed. FSCO reviews an applicant’s education and experience to determine eligibility for an Ontario licence.

Life including A&S Insurance Agent Licence:

 
In Ontario, an individual holding any of the following licences is exempted from completing the Ontario education requirement (i.e., LLQP) when applying for a Life including A&S insurance agent licence in Ontario:
 

British Columbia

  • Life including A&S insurance agent

Alberta

  • Full life insurance agent

Saskatchewan

  • Life including A&S insurance agent

Manitoba

  • Life including A&S insurance agent

Québec

  • Insurance of persons including accident and sickness insurance
  • Group insurance of persons licence for Insurance and Annuities
  • Group insurance of persons licence for insurance only

New Brunswick

  • Life including A&S insurance agent
  • Life insurance agent, not including A&S

Nova Scotia

  • Life including A&S insurance agent

Prince Edward Island:

  • Life insurance and A&S agent
  • Life insurance agent licence without A&S

Newfoundland

  • Life and A&S insurance representative
  • Life and A&S insurance representative Level 3

Yukon

  • Life and A&S insurance agent

Northwest Territories

  • Life including A&S insurance agent
  • Life insurance agent without A&S

A&S Only Insurance Agent Licence:

 
Under the AIT, an individual holding an A&S only Insurance Agent Licence in a Canadian province or territory outside Ontario is exempted from completing the Ontario education requirement (i.e., the A&S portion of the LLQP) when applying for an A&S only Insurance Agent Licence in Ontario.
