New e-filing Option for Actuarial Valuation Report, Actuarial Information Summary Report and Pension Plan/Fund Financial Statements

Pension Plan Administrators now have the option to submit an Actuarial Valuation Report (AVR), Actuarial Information Summary (AIS) and Pension Plan/Fund Financial Statements (FS) electronically in accordance with the Superintendent’s Electronic Service and Delivery and Filing Rules.
 
The option to electronically file an AVR and FS in pdf format and the new online fillable AIS form are available on the Pension Services Portal (PSP).  This allows Pension Plan Administrators to:  
 
  • submit an AVR and FS pdf file for one or more pension plans through the PSP;
  • complete and submit the AIS online for one or more pension plans through the PSP;
  • transfer data to the Financial Services Commission of Ontario (FSCO) through a secure electronic channel;
  • view the status of their AVR, AIS and FS submission online; and
  • access filed information at any time.
As the AIS form must be certified by an actuary who holds a Fellow of the Canadian Institute of Actuaries designation, you must ensure that you provide your actuary with access rights to the PSP. Paper Format

 
Pension Plan Administrators can download the AIS form at www.fsco.gov.on.ca.  There are no changes to the paper form submission process.
 

Delegating Authority

 
The PSP provides Pension Plan Administrators the option to delegate third parties and/or agents to file an AVR, AIS and FS on their behalf.   A Pension Plan Administrator must first activate their PSP account to enable them to delegate access to third parties/agents through the Home/Plan Profile menu.  The New Delegation function is located in the Actions window on-screen.
 
Although a Pension Plan Administrator may delegate some of their functions to third parties/agents, the Pension Plan Administrator is ultimately responsible for ensuring these functions are being performed correctly and in a timely manner.  The Pension Plan Administrator is also responsible for making sure that all of the third parties’ and/or agents’ actions meet the appropriate standard of care and comply with the requirements of the Pension Benefits Act and Regulations, and applicable FSCO Pension Policies.
