Fee Guideline for Fast-Track Medical and Rehabilitation Designated Assessment Centres


To the attention of all insurance companies licensed
to transact automobile insurance in Ontario

The Government’s White Paper, Automobile Insurance Affordability Plan for Ontario: Next Steps, discussed the need to establish competitive and affordable fees for programs of care under the Statutory Accident Benefits Schedule – Accidents on or After November 1, 1996, Ontario Regulation 403/96 (SABS).

The new regulations under Bill 198 introduce reforms to the Designated Assessment Centre (DAC) system for resolving medical disputes between the insurance company and the claimant in respect of claims under the SABS. Medical/rehabilitation DACs are required to implement a new type of DAC process for disputes concerning the Whiplash associated Disorder Grade I and II Pre-approved Framework Guidelines as well as disputed Applications for Approval of an Assessment or Examination.

The Financial Services Commission of Ontario (FSCO) is issuing with this Bulletin the Fee Guideline for Fast-Track Medical and Rehabilitation Designated Assessment Centres (Fee Guideline) for assessments conducted under the SABS. This guideline will be published in the September 20, 2003 edition of The Ontario Gazette. The schedule has been reviewed and released by the Minister’s Committee on the DAC System for use with the new Medical/Rehabilitation DAC Assessment Manual, that was issued on August 21, 2003, under Bulletin No. A- 13/03.

This Fee Guideline becomes effective October 1, 2003.
